Zelenskyy Honors Military Discipline and National Security with Strategic Promotion
In a bold move symbolizing his continued commitment to Ukraine’s defense and sovereignty, President Volodymyr Zelenskyy has elevated Colonel Vitalii Levchenko to the rank of brigadier general. Levchenko, who heads the Military Law and Order Service of the Armed Forces of Ukraine, received this distinction through Presidential Decree No. 248/2025. The announcement came on April 19, coinciding with the official celebration of the Military Law and Order Service Day—a gesture seen by many as both symbolic and strategic.

Recently, he signed into law a landmark piece of legislation establishing Ukraine’s national cybersecurity system. With cyber warfare becoming a new frontier in modern conflict, the law outlines steps to create a nationwide response system to cyber threats, implement secure information-sharing mechanisms, and embed cybersecurity specialists within government institutions and critical infrastructure.
Under Zelenskyy’s leadership, Ukraine is clearly adapting to the complexities of hybrid warfare. For example, a separate presidential decree announced the formation of ten new military administrations in occupied regions of Donetsk oblast—territories seized by Russian forces in 2022. These actions come as Ukraine continues to operate under martial law, which has been extended until August 7, 2025. The extension, approved by 357 members of parliament, also prolongs the period of general mobilization.
